When I worked at the craft store this past summer, I was told to make a frame.
I had no idea what to do...the manager gave me a 8 x 10 frame, glue gun with a couple glue sticks and a bag of gold buttons.
I stood in shock and she finally said "JUST GLUE THEM ON".
OKAY...... use a wire cutters to cut off some of the backs (you should do this as you go).
With no pattern or rhyme or reason to it, just randomly start gluing the buttoms onto the frame.
I thought it was going to be quite ugly.
BUT lo and behold, it is quite beautiful.
So not try to "balance" it, just keep it random. Use the buttons that you don't cut the backs off of to fill in the wholes and spaces. I'm not sure if you can do this for a "2000" theme, it is just an idea for picture frames.
