Ghost

Here are two really easy, cute and inexpensive ideas. To make a large
ghost that you can hang outside, give each child a white kitchen
garbage bag. The seamed end of the bag will be the top of the ghost.
Make a large ball of crumpled newspaper for the head.

Put it in the center of the the seamed end and tie the neck with a piece
of black yarn. Then, make smaller balls of crumpled newspaper and put
them in each corner of the seamed end for the hands. Tie these off with
black yarn, leaving the yarn long to hang the ghost by. Make a face
with a black permanent marker.
