Here is what I made for our last mops meeting. We gave one to each mom.
For each rose you will need the following: one kabob stick(with one pointed end) A square of cello or colored plastic and some of the green tape you use for making flowers.
Push the stick into the flat side of the kiss, lay out the square and put the kiss point down into the middle and gather up the paper twisting the stick, now take the green tape and wrap aroung under the kiss so that the kiss and paper will not come apart from the stick. If you want you an also add a silk leaf to each.

You can use either the celo used for easter baskets or the colored plastic wrap they sell at the grocery stores, both work fine.

This is how i made my hershey kiss flowers-first i made the center of the flower using the hershey kiss roses.
then to make the pedals i used the dollar bill pattern-cut colored paper the same size as the dollar bill. wrap the pedal around the hershey kisses as you would for the dollar bill roses.
I don't know if this is what you are looking for,but it's an idea!-Teresa
