I made some darling penguin ornaments that that age could make easily..
They body was a fat wood popsicle stick..painted black,
with a white elongated oval painted to be the face and tummy area (position the oval part so that it is off to one side just a bit with black still showing along one side..
sort of off center. (you could pencil this part out ahead of time so they know what areas to paint white and which black. have them paint the back side and edges black.
I find the craft paints in the little plastic jars work well and dry very quickly..
Each penguin needs two large teardropped shape flat wood pieces "woodsies" I think they are called.
These are painted black also..and will become the arms or wings of the penguin.
they will be glued with the pointed top down..
One will be glued to the front of the penguin and one to the back..
to give it a little dimension. the one that is glued to the front should be glued on the side that has the black showing from the off centered white oval.
The feet are made by two more small teardrop or oval shaped woodsies, and again are painted black and glued one on the top side and one on the bottom side at the bottom of the stick..both facing the same direction as the wing woodsie that is glued to the back side of the stick...in other words the penguin should look like he is facing towards the left or right slightly...then at the dollar store purchase those knit stretch gloves for $1 each..cut off the finger tips about half way down, each finger tip will be a knit hat for the penguin..roll the bottom cute edge up a little, then put over the top of the stick and glue in place. From the palm part of the glove cut strips to tie around the penguins neck for a scarf. have some fine tipped permanent markers on hand for them to draws the eyes etc...
If you wanted to make large penguins you could save up Pringle chips cans and basically do the same thing, only use felt or funfoam shapes that you cut out for the feet/wings..and use socks for the hat and scarf. You could even cover the cans with the black constructin paper and a white oval, rather than painting them....hum could make skinny ones with paper towel centers, or toilet paper roll centers...
Another idea use soup cans..Before you start have an adult punch ahole near the rim on each side, and pinch down the rough edge with needlenose pliers..have kids Paint the outside black with a white oval at the front..use white paint to draw a wing down on each side in the black area. Draw on the facial features with the fine tipped permanent markers, Wrap wire around a pencil to make it "springy" then have them string each end through the holes at the top of the can, and wrap it around itself to secure...Then have them glue a large red pom pom at each side just below where the punched hole is..so the wire will look like the top of an earmuff and the pom pom's will be the earmuff...they could then fill the cans with treats, or use them to put pencils or other things in....

I have made penguins out of 2-liter soda bottles and they are really cute.
I pour black paint into the clean and dry empty
bottle.
Put the lid on really, really tight.
Let the kids go
to town shaking the black paint around until it covers the inside
of the bottle completely.
I then roughed up an area on the outside of the bottle with sandpaper, to be painted white.
Then you just have to cute some
flippers-either out of felt or fun foam.
I made some simple crochet hats.
Or you can use knit fabric cut to size and glued together.
Tie a small rubber band at the top and leave a few inches so that you can cut this into a fringe-or not.
Cut a beak out of yellow or orange felt.
Add some
wiggle eyes, or you could paint white rims on the outside of the
bottle and then add the black centers of paint also.
The feet are cut from yellow-orange foam or felt also. You can add a bow tie if you want, but when we do our winter animals,
we try to stick to the realistic looking animals.
